Preheat oven to 350° F. Heat oil in a Dutch oven or casserole. Sear ribs, 3 or 4 at a time, browning well on all sides. As they are browned, drain them on paper towels. Brown onions and garlic.
Return ribs to the casserole. Sprinkle with the parsley. In a bowl mix together tomatoes, vinegar, catsup, brown sugar, salt, black pepper, cloves, and cayenne. Pour over meat and then add beef stock just to cover.
