This is a very rare set of pots de creme cups manufactured in France. The cups are a brilliant green color porcelain with yellow double handles and embellished with sterling silver detail on the top of the cup as well as solid sterling silver lids.
The sterling silver has a mark from Henri Lapeyre and the mark (a spoon between two crescents surrounded by the "H" and the "L") dates the set as being manufactured between 1895 and 1923. By the looks of the set it appears to have been manufactured closer to the the late 1800's or very early 1900's.
Pot de Creme sets with this type of silver work were not typically mass market products and could have been custom decorated for a specific customer. We don't have any information to verify this.
