Combine eggs, salt and sweetened condensed milk in a large bowl. Slowly add the skim milk while stirring constantly. Add the vanilla and blend well.
Preheat your oven to 350F
Pour custard into 5 ramekins and sprinkle the tops with nutmeg.
Place the custard cups in a hot water bath (a rectangular cake pan works well) making sure water comes 2/3 of the way up the sides of the cups.
Bake flans for 30-35 minutes. A knife inserted in the center of a flan should come out clean.
Refrigerate the flans for several hours to overnight. Sauce Place sugar and water in a small saucepan and stir until the sugar dissolves. Add the cinnamon. Heat until the sauce becomes clear and syrupy. Serve over the flan.
